If you do it via API (DELETE /stores/{storeId}/labels), you remove the label for this store. I refer at remove the match between the label and the item. You can´t do it. The same in the PDA, you can change witch is the item for a label, but you can´t let the label without any item. Normally i indicate a non-existent label to leave the label unassigned.
